Can%26#039;t someone tell me??????? I asked a question about a weather phenomenon, water spouts on the ocean, and no one will tell me or answer. All I want to know is what caused this in my state where all the boats docked, were flipped and many on the ocean as well. We don%26#039;t usually get this type of weather and I would like to know.
