Shops are not required to leave lights on all night. They do so to allow people to view their wares at night even when the store is closed. If you notice, most stores turn off a portion of their lights except the ones at the widow of the store where passers by can still look in and want to purchase their goods for sale. While this is not the most environmentally friendly practice, it would be very difficult to get stores to turn off all of their lights at night. They fear that they might loose a potential customer if you cannot see their goods at all times. it would probably take government intervention for stores to stop using unnecessary power during closed hours.

NO, however leaving SOME lights on, especially in display areas allows %26#039;prospective customers%26#039; to view things even when store closed.
Lights ALSO allow passing police to see trespassers and burglars easier, BUT it also makes it easier for said burglar to get around the store.

The answer to this question is that the shops always leave there window lights on for passing traffic in the evenings but these are mostly on a timer and go off in the early hours of the morning, but the rest are turned off, you will however see one or two of the big stores leaving them on through the store but this is for the cleaners who work through the night inside the stores just because you cannot see them doesn%26#039;t mean they are not there, also it gives police a better view in to the stores during the night shift in case of a break in remember they will not no where the light switches are if they have to go inside. Hope this solves your question.
