How come for 15 years almost all the Blue mussels....? ...in NY waters disappeared and now are coming back?

They left for a few years because too many folks were driving around with %26quot;eat Bertha%26#039;s mussels%26quot; stickers on their bumpers. The mussels left as a sign of protest!! Viva Zapata!!
