The most efficient place to deal with noise is at the source, not far away from it whenever the noise is coming from a point source.
When the noise is coming from thousands of sources, like a very busy express highway, a sloped surface that reflects the sound up into the air works best.
Noise pollution from an overhead airliner taking off is best focused back on the plane until it breaks apart, but that may not be permitted. Failing that, having the roof section floating on a foam barrier so that it does not convey vibration to the walls, and heavily insulated with fibreglass does most of what can be done. Heavy drapery over walls and windows is another smart move.

First turn off the Ipod. Turn off the background noises and step outside. Listen to the birds and bugs and Breezes. If there is still to much noise to make hearing the backdrop of calm nature sounds then now you have some %26quot;Noise Pollution%26quot; to deal with.
The local Freeway. That trail of airplanes overhead. The lawn mower down the street. See how many you can cancel out or muffle.
