There are so many things this could depend on. State laws, county, city, etc.
Think of it this way overall:
If its an traffic necessity in which you are warning someone by honking the horn. Then anytime is okay. So long as you are attempting to avoid an accident from happening.
If you are just doing it to be a nuisance and a jerk, then it is never okay. If its to honk outside of someone%26#039;s home for them to come out it is better if they were already waiting outside or call them from a cellphone. -
Since you are asking before, I assume you are planning to pick someone up. Please call from your cell phone.
Not everyone wants to get up at 7:05am. or even 8am.
Maybe some like to sleep until 10am.
Maybe some have night jobs.
I say everyone get your lazy *%26amp;$ out of the car and knock on the door. -
You can legally use it at any time but it must only be used as a warning to other road users who you feel may be unaware of your proximity, other use is illegal at all times.
