The other answers are correct but they don%26#039;t tell the whole story. The biodegradability isn%26#039;t a factor for the sewage treatment plant. The environmental issue is that because the wipes do not break down easily they can contribute to clogged sewers which in turn leads to sewage overflows into streams, lakes, etc.

Toliet paper decomposes rapidly, baby wipes are almost cloth, take a long time to decompose....
Baby wipes clog up the system at the sewage treatment plant..

because it doesnt deteriorate in the water as easily as tissue paper does... , it has a stronger fiber and weave

Baby wipes block the drains....hard fibres but toilet papers have soft fibres so they do not do so.

Toilet paper degrades easily, baby wipes don%26#039;t. To see this for yourself, take some toilet paper and soak it in water. Then do the same thing with baby wipes. It will be very evident why flushing baby wipes does bad things to either a septic field or a sewage treatment plant.
