All organic matter can be converted into fuel with the right technology. But there are much better plants to use than tobacco. It only grows in a few places and depletes the soil.Other Answers (2)

Plus adding tobacco would increase the taxes on the fuel. -

in principle just about all organic material will ferment
some things ferment better than others
you can make liquor from,
corn,rice ,wheat,rye,sugar cane ,sugar beat
and a whole lot of other things
never heard of tobacco moonshine,
But that may be because it probably will be toxic
you can kill ants with a brew made from tobacco
I suppose you want to kill millions of birds with one stone
getting rid of tobacco by driving with it
who knows it may give mother earth Lung Cancer
with the exhaust fumes

Hemp is a much better suggestion
it recovers tired soil because it makes Nitrogen
loosens compact soil with the strong and deep root structure
produces just about the best organic fiber there is
(Jeans used to be made from hemp fiber,before the synthetic Corporations made it Public enemy no 1)

Grows well in all kinds of climates,and many elevations except at sea level.
Can be fermented,has medicinal value just to name but a few of its merits
But before you get exited ,the good stuff to smoke is another variety ,
Not hemp ,this only has a couple of heads and is mostly stalks.
