You can tell her that it%26#039;s a good environmentally friendly way to get around, and that lots of people (including kids) have them (at least in the USA).

Your mother is comparing a scooter with a car or public transport, and for sure they are a lot less protective of passengers in any collision, even in an upset.
That out of the way, an electric scooter should not be taken onto high speed highways, but are safer than a bicycle on city streets or country back roads. They are safer mostly because they do not so often wobble or fall into traffic, But the improvement over a bike is small. Do not use that heavily as a selling point.
Odd as it may seem, an electric scooter will not carry you as far as a 10 speed bike. They effectively reduce your mobility. That should be used as a selling point if your mother does not want you to have too much mobility. And you do not get quite the cardio workout. But by reducing your workout, you also cut down on the amount of junk you have to breath in, in traffic.
The selling point par excellence has to be that mom does not need to drive you everywhere you should not be going, and basically loses control of where you can get to.

Why not consider an electric bike? Electric bikes are geared so that they can%26#039;t go faster than a regular bike, so your mom can%26#039;t complain about them being dangerous. (Well, she still can complain.) But an electric bike will still get you somewhere in a hurry, because you spend all your time in top gear, and they get to 18 or 20 mph pretty fast.
I own an electric bike.
