Difference between local area conservation dams and multipurpose river valley projects..?

local area are mostly small scaled projects, made it easy to use for agriculture and irrigation. Mostly there is no danger of flooding.the greater projects are in principal for making electric power and regulate the stream down words, by heavy rain it is always risky
