Depends some on the airflow of your house, but generally yes. Hot air rises, so the air near the ceiling is warmer then the air near the floor. Having the fan on reverse pulls air up through the center of the room, which in turn pulls the warmer air down the walls (which is also where air tends to be colder due to windows, etc).Hope that makes sense!

NO. But operating a ceiling fan with the air blowing downward at low velocity (so as not to create any discomfort in the room) will bring down the warm air from the ceiling and therefore slightly reduce the amount of fuel used.
