IT CAN TURN THE RIVERS AWAY FROM THE OCEANS FOR MORE WATER INLAND TO AREAS WHERE THEIR IS%26#039;NT ANY OR NEAR FORESTS AND NEAR HOMES IN CASE OF FIRES. FRESH WATER IS NEEDED FOR ALL LIFE ON EARTH INCLUDING TREES, PLANT AND ANIMALS.

The government already does a lot. Grants, Grant disbursement agencies, public/private partnerships, etc... Environmentalism is a massive industry that consumes paper and produces paperwork.
