I don%26#039;t know specifically about Philadelphia, but generally you have no choice in who provides these utilities. They are regulated monopolies, because the hard infrastructure that brings the utilities to you is usually owned by the utility. If someone else knows specifically about Philly, please disregard, but I think it unlikely they are different from most other places in the US.
