It%26#039;s always interesting to see the instinctive urge to control other people%26#039;s lives that some have. The fact is, in Europe the population is declining already, it%26#039;s close to ZPG here in the US as well. The problem is with the poor of any race and I don%26#039;t think they%26#039;d appreciate you wanting to take away their reproductive rights, Scottsdale.The claim that a temp increase of 3 degrees will end human life is curious. Much less adaptable forms of life have survived greater temperature variation than that and they didn%26#039;t have the benefit of technology. Do you realize that just prior to the start of this %26quot;problem%26quot; the CO2 level was close to the level at which plants suffocate and die? Wouldn%26#039;t it be wonderful if you succeed so well at controlling CO2 that it declines to the point that crops won%26#039;t grow?
A simpler solution would be to start a campaign to do two things. First, build a series of nationwide canals in the US so that surplus rain in one area is easily moved to another. Very expensive but less costly than continual FEMA aid or an interstate highway system. Second, use that water to plant a million or so acres of trees. Then regularly harvest those trees and use them for building materials. The carbon they absorb while growing remains out of circulation (mostly) until they%26#039;re burned. Replant each tree that%26#039;s harvested. They%26#039;re useful, they suck up CO2, they%26#039;re pretty. No downside that I can see as long as you keep the undergrowth trimmed back and remove dead trees so they don%26#039;t all burn up in a forest fire.
Are there really too many people on Earth? I remember reading about the %26quot;Population Bomb%26quot; claiming that we%26#039;d have mass starvation if we didn%26#039;t end population growth, the average US lifespan would be cut to 42 by 1980 and the total population would be only 22 million by 1999. He was wrong because he didn%26#039;t take into account two things. One, agricultural innovation. Two, rising CO2 has led to faster plant growth worldwide.
Instead of killing people, let%26#039;s kill all the cows that emit so much methane and have a big cookout! We%26#039;d just have to make sure the evil cattle barons don%26#039;t raise any new ones and we can all switch to tofu. At that point, put me on the short list for the 1/3 to be killed off, anything is better than a life of eating tofu.

I think that the premise of your question is wrong.
However, the wording is interesting. The %26quot;industrial emissions%26quot; may or may not include the CO2 from energy production, household heating and lighting, transportation, rain forest burning, and other sources.
The important issue concerns the total CO2 emissions from all sources as compared with the total CO2 uptake by all sinks (and the consquences to these sinks such as the ocean).
