There is no average climate. Climate is constantly changing. Think about a grocery store. In the public area, most of the temperature is comfortable to wear shorts and t-shirt. But near the refrigerated section, it is cool to cold, but livable in the t-shirt and shorts. Then, in the deep freezer, going in with t-shirt and shorts would kill a person fairly quickly. Now, the average temp of the store may be 55 degrees (70 for customer area, and 25 degrees in freezer), but this tells someone nothing about how to dress for the entire store.
