On July 25, 1997, before the Kyoto Protocol was finalized (although it had been fully negotiated, and a penultimate draft was finished), the U.S. Senate unanimously passed by a 95–0 vote the Byrd-Hagel Resolution (S. Res. 98),[64][65] which stated the sense of the Senate was that the United States should not be a signatory to any protocol that did not include binding targets and timetables for developing as well as industrialized nations or %26quot;would result in serious harm to the economy of the United States%26quot;. On November 12, 1998, Vice President Al Gore symbolically signed the protocol. Both Gore and Senator Joseph Lieberman indicated that the protocol would not be acted upon in the Senate until there was participation by the developing nations.[66] The Clinton Administration never submitted the protocol to the Senate for ratification. This is well known information, any text that presents otherwise is poorly fact checked and should be removed from use. wiki 38% 10 Votes

It would be global economic- political suicide for the U.S. it would weaken our ability to lead, it would enable countries like China and Russia to become leaders on the international stage. I don%26#039;t know if you like the way the U.S. conducts its foreign policy, but i can guarantee you that you would not like your oppressed life under the communist international system of a U.N. without the U.S. influence. At least we promote political and economic freedom, do they? Don%26#039;t think so.
If you think the U.N. is a corrupt bunch of socialist dictators, you want the U.S. to be as powerful as possible. unless you sympathize with the socialist, as many %26#039;progressives%26#039; do today, then you wouldn%26#039;t mind being held to the international order rather than the constitution of a free country. 4% 1 Vote -
Bush rejected it. His reason was that China was exempt from the protocol and they are the world%26#039;s largest emitter of Carbon Dioxide. He also fears the economic strain it will bring.

Because Kyoto exempts all of the emerging countries from compliance. Therefore, it won%26#039;t accomplish anything. If you have ever been to Cairo or Mexico City, you%26#039;ll understand.
