Some areas have different requirements for apartment complexes and businesses, etc.Generally, if your town or city requires that homeowners recycle, it%26#039;s because the TOWN is somehow saving money by recycling. So anybody who uses the town trash pickup is subject to the rules on trash separation and recycling. Large businesses and apartment complexes usually contract privately for trash removal, and therefore may not have to comply with local recycling rules.
(Some towns/cities still require that the private contractor separate the trash after the fact and recycle glass, metal, etc.. But I doubt that some poor guy at BFI actually opens up all those bags of trash and sorts it into trash and recyclable items... and I really doubt that Town Council sends someone around to check all those bags of trash...)

no it doesnt have one. apts probably dont have a recycling bin maybe cuz they cant afford one. as it is they charge for garbage disposal they would have to charge more for a recycling bin.

Only for aluminum cans, and that is only to save them from a lawsuit when dumpster divers dig for cans. Now they try to get us to put them in this one bin.
I would do recycle my usable items, like when I get something new and the old item is still salvagable, I post it on Free Cycle.
