Is steel reciclable? i have to make an ecologic chair so i was wondering if i can use steel screws and motivate that they are reciclable

absolutely, but the point made above about finding a better connection than a screw will make it more ecological.

If you really want to make an eco chair, think about using previously recycled materials and/or waste materials. Then design the chair in a way that the actual pieces are the connections so you do not require screws. This type of challenge will make your chair that much better aesthetically.
