Lake Tahoe is pretty green for the US. I would guess in the world it would have to be one of the cities in Norway. Norway has made huge strides in become self sustainable.

Sacramento, CA is the City of Trees. It has the most trees in California i believe... Its pretty green. No links though sorry.
