Hemp and marijuana are two different things. Industrial hemp is legal in Canada (at least) while marijuana is still a controlled substance. Hemp is big business in Canada.

marijuana became illegal when synthetic fiber hit the market ,
before all jeans ,ropes,sails,jute bags etc were made from marijuana fiber .
they could not let this giant competitor which was also a superior product the remain operational .
and because of that it will always be illegal
